The Goals from Aggressive to the Irrelevant: No Social Prospective in Ukraine.

 The system and most of its members work inefficiently by setting no goals at all or goals with a low or no social relevance. In the other words, the people with the irrelevant goals inflate the society. The plethora of this phenomenon is coming from the various fields of life, as inflation of the diplomats in the graduates market, the colonels in army and ‘the lieutenants of reserve’ who skipped the army service, politicians with the business-specific and socially insignificant goals in the Government of Ukraine.


   

 For a long time, the Ukrainian society had been evolving from the framework of the matrix management system, for example in the USSR the vertical command was active; the lift along the vertical power ladder was reachable mostly through the close horizontal relationships derived from the inner and the limited circles of members of the society. This model evolved into an atavism in the present day Ukraine as the lateral part of the matrix system which is coming from the family relations, the financial and the political circles is playing a crucial role to determine the social status. The social loafing is becoming usual, and the discrimination philosophy of the individuals.The individuals interpret the SMART goals in a way that the social benefits, even the 'size of the Ukraine would better fit their personal demands.' 

    The social loafer very often looks quite specific, measurable and timely, but not SMART because of the self-engineered irrelevance. This irrelevance is progressing with the growing complexity of the tasks to face. The increasing numbers of interactions in the society stipulate the growing amount of the burnout and stress. Overloads with information, fraudulent practices, deception, returns skepticism and appreciation of the trusted recommendations and connections.  Only the systemic approach can decrease the complexity of the matrix management system.Trusted relations and the shared values develop the microenvironments necessary for the lacking systemic approach which can eliminate the social loafing.

    For example the PPortal comments on the loafers with the specific experience:  'they are not legislators but the businesspeople, more correctly, the villages-in-business who had joined the Supreme Council of Ukraine." The other example depicts those as the measurable people; the civil university graduates decide to pay extra for the military curriculum to become the lieutenant of the reserve and to avoid the obligatory army services. The ‘timely social loafers’ are the most aggressive and common by simply discriminating the aged people and those with the disabilities: most job offers provide the reservation ‘this job offer is limited for those under 50 years old.’
