According to "Grow to Greatness: Smart Growth for Private Businesses, Part I" by Edward D. Hess (Coursera, 2013) one common mistake of a business is hiring quickly, at the last moment, and firing slowly as if you have not seen the mistakes.
Comparing to Ukraine, this mistake had been well established in Military as hiring the older generation, and in particular the generation after 50 quickly "Until the end of the anti-terrorist campaign
," and firing slow according to the requirements of the law ("On General Military Duty and Military Service", February 18,2018) for the servicemen would not be able leaving the army service after the 24 months of services as this law prescribes.
So the older generation is inclined to believe "we are hired fast because Ukraine needed us 'a dead horse', now our term is not defined and was unilaterally extended by the military agencies beyond the legal limit of the 24 months, because we deserved the beating-a-dead-horse terms may not be applied to the aged population."
